Chapter One: Introduction
1.1 Background of the Study
Campaign promises are central to the electoral process as they serve as a key factor influencing voter behavior and trust. In the Nigerian political landscape, especially in local elections, candidates often make promises regarding infrastructure, healthcare, education, and security, among other public goods. However, the fulfillment (or failure) of these promises has a direct impact on voters' trust in political leaders and the democratic process. Zaria Local Government in Kaduna State, with its diverse population and socio-economic challenges, provides a unique case to explore the relationship between campaign promises and voter trust. This study aims to assess how the promises made by political candidates during campaigns influence voter expectations and, ultimately, their trust in elected officials and the political system (Adamu & Yusuf, 2024).
1.2 Statement of the Problem
Campaign promises play a significant role in shaping voter perceptions and trust in candidates during elections. However, in many cases, the failure to fulfill these promises leads to a growing disenchantment among the electorate. In Zaria Local Government, despite the promises made by political candidates during election campaigns, there is a rising perception that these promises are not always kept, which diminishes public trust. This study seeks to examine the extent to which campaign promises influence voter trust in Zaria and the broader implications for democratic legitimacy (Usman & Bello, 2023).

1.7 Scope and Limitations of the Study
The study is limited to Zaria Local Government in Kaduna State, focusing specifically on the relationship between campaign promises and voter trust. While the findings may offer valuable insights for other local governments, the generalizability of the results may be limited by regional and cultural differences. A limitation of the study is the difficulty in obtaining accurate data on unfulfilled promises due to political biases and reluctance to openly discuss broken promises.
